STUDY PROGRAM: LAW
MODULES: COMMON LAW AND INTERNAL AFFAIRS (CRIMINOLOGY)
Law studies are organized as the four-year undergraduate studies with 240 ECTS altogether.
The requirement for admission to this study program is completion of four-year secondary school and passing the entrance exam. Law studies are made of two departments, Department for common law and Department for internal affairs (Criminology). Upon completion of this study program students gain the academic title Bachelor of Law, while in the diploma’s supplement will be stated all acquired specific competences depending on the chosen module.
Modernly designed Law studies, with two modules, offer to the future Bachelors of Law to participate competently in modelling and analysing the general and specific theoretical and practical knowledge and skills for independent performance of legal tasks in courts, prosecutor’s office, advocacy, police, economy, banks, security services and other private and state institutions and organisations; preparation for the judicial state examination and the corresponding state licence exam.
Each subject on this level is worth 4 to 10 ECTS credits, depending on the difficulty of subject material, pace and time planned to master the course. According to the subject schedule and following the rule, the first year of undergraduate studies offers general knowledge subjects, all the other study years offer general knowledge, scientifically-applicable, theoretically-methodological subjects in which students after the theoretical introduction, learn how to use the acquired knowledge in specific cases in courts, as prosecutors, attorneys, governors, in local government and businesses. Thanks to this, individual and team activities are developed and ventures and projects of various scopes are undertaken.
Classes are completely interactive, performed according to the most modern methods in the form of lectures and exercises, practical work, presence in the trials, visits to prisons and other state institutions (Land office, the Center for social work, local authorities and companies). Exercises are conducted in small groups, and emphasis is placed on practical work and mastering the necessary skills for independence in work. Special attention is paid to acquisition of critical skills and practical application of acquired knowledge in solving specific business problems, which is especially realised through the subject Clinical legal education.
Study program has a clearly defined purpose and role in the education system, which are accessible to the public. Purpose of the Law studies is presented through education of students in the law field, at the level of basic academic studies, which provide suitable competences in the field of law theory, law development, functioning of the law system, politics of civil, criminal, administrative and financial law, but also within the frame of family and inheritance law, criminology, forensic science, international, criminal, labour, European, copyright, international public and private, commercial law etc. Each module has a specifically defined purpose. The purpose of Law studies-Common Law is the education of students, providing them with competencies required for the following professions:
- judge, prosecutor, lawyer;
- lawyer in other state bodies and offices, funds and agencies, institutions, associations and enterprises;
- secretary of school, university, foundations and endowments.
The purpose of Law studies – Department for internal affairs (Criminology) enables students to use scientific knowledge and skills in the field of crime and police and security sciences needed for inclusion in the working process. Upon completion of basic academic studies students acquire needed level of scientific and professional knowledge and skills, necessary for the members of the justice authority (prosecutor’s offices and courts) and the police officers in the field of criminal-legal and criminalistics-security sciences. Internal Affairs department (Criminology) of undergraduate studies is based on respecting the needs of law enforcement agencies which are related to creating necessary educational and work profiles for major types of criminology and police and security activities in the institutions of internal affairs.
Law studies have clearly defined objectives: to develop creative abilities and master academic and practical skills and methods in order to achieve professional competence in the judiciary, administration and local government, crime and security activity. Students are trained to self- organize activities and prepare conditions for smooth conduct of the management process. Such education will enable students to get a job in all public and private sectors in Serbia and the European Union.
The specific objectives of the study program are: enabling students to choose courses and actively participate in shaping their education, to overcome scientific- educational process, then assuring that students who successfully complete undergraduate studies engage easily in further academic studies organized at the University. Further objective is to enable students to acquire practical knowledge through exercises which will be organized in cooperation with courts, prosecutor offices, centers for social work, state administration and local government, enterprises, institutions and others.
The stated objectives will be achieved by applying interactive teaching methods that will allow students to acquire practical knowledge and skills during the studies.
Upon completion of the studies, students are fully trained to apply acquired knowledge in their future work, impartially assess the information and arguments in making decisions and solving problems, exchange information and ideas with experts from and out of their profession, apply results and modern methods of work, strictly follow the laws, standards and ethical values of the profession and accept permanent education in the profession.
Through mastering this study program students acquire following general and special knowledge and skills:
- ability of legal thinking on the importance of laws for regulating social relations,
- communication with the public,
- fundamental principles of professional ethics,
- ability of active involvement in the preparation of professional and judiciary examination in order to perform important state tasks,
- ability to solve legal disputes by applying procedural and substantive law,
- being familiar with the organization and activities of judiciary and other government agencies,
- ability of making general and individual legal acts and decisions,
- ability to manage business and interpersonal relations,
- performing the most complex tasks in the fields of crime and police and security services,
- managing safety systems in private, state and public institutions and organizations,

General goals include:
- acquiring of general and specific theoretical knowledge and skills necessary for the law profession, through modern teaching methods, individual and team work;
- acquiring of theoretical and professional knowledge, skills; encouraging creative way of thinking; mastering of the deductive and inductive legal methods and investigation procedures, which all enable students to respect the principles of legal ethics, to analyse successfully the legal issues and to anticipate the consequences of the solutions;
- allowing students to actively participate in the creation of their own education – through the elective subjects which they choose according to their abilities and affinities;
- acquiring of practical knowledge through the practice work in courts, prosecutor’s offices, business entities, the Centers for social work, detention and rehabilitation centres, state and local authorities;
- professional and competent cooperation with internal and international bodies and institutions, in order to exchange knowledge, skills, experiences in the law field;
- knowledge in the functioning of national and international law, as well as specific laws which emerge with the complexity of the social, economy system;
- inclusion into the work process, i.e. application of the acquired knowledge in all public and private activities in Serbia and European Union – respecting the standards of legal ethics and professional attitude towards work;
- critical analysis and correct assessment of the legal solutions, legal practice and work of the legal institutions;

Specific goals of the Internal affairs module include:
- ability to analyse, synthetize, suggest solutions, and anticipate the consequences in the field of criminal justice and security studies;

- ability to use the acquired knowledge in theory and in practice;

- ability to use communication and other skills necessary at the international level;
- ability to understand the ongoing issues relating to the security and discovering/ evidencing of the crime – through the perspective of classical and new concepts;
- ability to practically apply the classical and new professional concepts;
- ability to understand and respect ethical and professional principles;
- ability to develop successful interpersonal relations and to work successfully in teams and individually;
- ability to use the systematic concepts in understanding and defining the problem;
- ability to understand social, psychological, philosophical, economical, historical, legal and political aspects and consequences of the crime and delinquency, and the function of the investigator, prosecutor and other state bodies and agencies in charge of the carrying out the law.
Upon completion of the law master academic studies a student acquires the professional title of Master of Laws.
The purpose of the master study program is compatible with the basic tasks and goals of the University of Novi Pazar, as well as with the goals of higher education defined by the Law on higher education of the Republic of Serbia.
The purpose of this study program is compatible with the study programs of other Faculties in the region and EU modern education concepts. In this way, the study program of basic academic studies allows for the students’ mobility within regional and European education area. Besides, this study program takes care about the specific needs of the area in which the University of Novi Pazar performs its activities, giving the students opportunity for employment, professional advancement and further education in Serbia and in the European Union.

Within the common law module knowledge in the field of civil law is integrated, while the internal affairs module emphasises the subjects which widen the knowledge in the field of criminal law and the criminology-security sphere.
The purpose of the common law module is upgrading the existing knowledge with the new ones, in order to create more professional legal staff. Upon completion of master academic studies students are able to adapt to any new situation, and above all to professionally perform any task in different bodies, organisations, institutions, state and private enterprises.
The Internal Affairs module offers general legal knowledge needed for the performance of tasks in justice, economy or the ruling authorities. It also offers the specific knowledge relating to the performance of the most complex tasks in the police, army or security agencies. Upon successful completion of the master academic law studies, students acquire general and specific theoretical and practical knowledge, skills and abilities necessary for the professional performance of the tasks in the Ministry of Interior, suitable for the title of Master of Laws.
By mastering this study program students acquire the following general competences:
- ability to correctly analyse the situation, to synthesize the collected material, successfully anticipate the consequences and to find an adequate solution;
- to understand and properly use the methods, procedures and processes of the investigation; to solve the problems in the field of civil and criminal law;
- development of critical and self-critical thinking, and adoption of the objective attitude in the legal profession;
- ability of legal thinking on the importance of laws for regulating social relations;
- ability to effectively and practically apply the acquired theoretical knowledge;
- ability to communicate with the public and to exchange information with adequate experts in and out of the profession, and to manage work and interpersonal issues;
- ability to actively participate in preparation of the state licence exam and judicial state examination in order to successfully undertake the important state positions;
- being familiar with the organisation and activities of judicial and other state bodies;
- ability to make general legal acts and individual decisions;
- responsibility and ethical devotion to the law profession.
By mastering the common law module students acquire the following specific competences:
- application of knowledge while solving problems in new, non-familiar circumstances in the legal field and understanding of the wider implementation context of legal principles;
- offering the analytical answers regarding the application of legal rules;
- observation and investigation of social and legal issues; offering the creative solving suggestions;
- critical analysis and evaluation of legal solutions, practice and functioning of the legal institutions;
- argumented discussion on legal issues, institutions, problems;
- observation of the practical aspects and implications of theoretical attitudes on specific legal institutes;
- planning and organisation of the team work; human resources management;
- continuation of education through doctoral studies in the field of law and other social-humanistic sciences;
- promotion of the standards of legal ethics and professionalism;
- following of the development of the legislation and law profession; supporting the implementation of the research results in legislative practice;
- permanent improvement of legal knowledge, skills and abilities.
By mastering the Internal Affairs module students acquire the following specific competences:
- independent and adequate management of legal tasks within the internal affairs bodies, justice, government authorities, public services, business organisations etc.;
- offering the analytical answers regarding the implementation of legal rules which define the functioning of the internal affairs services, but also of other legal fields closely related to the internal affairs activities; changes in the domain of legislation within these fields;
- observation and investigation of legal problems in the internal affairs field and giving creative suggestions;
- critical analysis and evaluation of legal solutions, practice and functioning of legal and social institutions which organize, regulate and conduct monitoring over the activities of the internal affairs services;
- argumented discussions on legal issues, institutes, problems in the internal affairs field;
- observation of practical aspects, importance and implications of theoretical attitudes on certain legal institutes which regulate the activities of internal affairs services;
- planning and organisation of the team work and HR management in the basic field of this study program;
- promotion of the standards of legal ethics and professionalism regarding the internal affairs field;
- following the development of legislation and law science, supporting the implementation of the research results in legislative and legal practice within the basic subjects of this study program;
- use of the Internet legal resources and modern IT in everyday activities and
- permanent improvement of legal knowledge, skills and abilities.
The requirement for admission to this study program is realisation of 240 ECTS on the basic academic law studies. Under the same conditions this study program may enroll those who graduated from other RS Universities or abroad, The Academy of Criminalistic and Police Studies, Faculty of security studies, or similar field within the social-humanistic sciences. Number, name and/or content of the subjects passed must be compatible with the number, name and contents of the subjects of the basic academic studies at the Law department of the University of Novi Pazar. Otherwise, before enrolling the master studies, a candidate must pass through the testing of the missing subjects.
