Secretariat
The University Secretariat provides legal support to the university, prepares contracts, represents the university's interests, and ensures compliance with applicable legislation.

Main Functions of the Secretariat:

  • Legal Counseling: Providing legal advice to students, employees, and management on various legal matters.
  • Drafting Legal Acts: Preparing and drafting contracts, agreements, regulations, decisions, and other legal documents.
  • Monitoring and Analyzing Legal Regulations: Tracking changes and amendments to laws and other regulations related to the organization.
  • Ensuring Legal Compliance: Ensuring that the organization adheres to all applicable laws and regulations.

General Secretary

Doc. Dr. Jasmina Nikšić
CV of the General Secretary
  • Doc. Dr. Jasmina (Pljakić) Nikšić was born on May 29, 1984, in Belgrade. She completed her primary and secondary education at the Gymnasium in Novi Pazar. In 2009, she graduated from the Faculty of Law at the University of Priština.
  • She obtained her Master’s degree in Law from the Department of Legal Sciences at the University of Novi Pazar in 2014.
  • In 2021, she completed her doctoral studies in law at the same department and earned the title of Doctor of Legal Sciences, after which she was appointed as an Assistant Professor in the narrower scientific field of Civil Law.
  • She has been working at the University of Novi Pazar since 2010, initially as a legal officer in the Legal Service and later as a secretary in the Rectorate. Simultaneously, she also served as the University's PR manager. From 2016 to 2020, she worked as Assistant to the General Manager, after which she was appointed Chief of Staff to the President of the University. Between 2021 and 2022, she held the position of Head of the Department of Economic Sciences.
  • She has been engaged in teaching at the Department of Legal Sciences since 2011, first as a teaching associate, then as an assistant, and since 2021 as an Assistant Professor in the field of Civil Law.
  • She is the author of numerous scientific papers in the field of civil law and has participated in various scientific conferences in the country and the region.
  • She is married and a mother of three children
Duties of the General Secretary

Job Description:

  1. Organizes, manages, and coordinates the work of services within the University Secretariat.
  2. Monitors and ensures the implementation of laws, the Statute, and other general acts of the University.
  3. Reviews and analyzes regulations, proposing the adoption of new general acts and amendments to existing ones.
  4. Examines issues of importance for the work of the University and its governing bodies.
  5. Prepares and drafts specific general acts of the University.
  6. Collaborates with committees and working groups on drafting documents adopted by the University’s governing bodies.
  7. Provides expert opinions on matters related to the University’s operations.
  8. Participates in drafting contracts the University concludes with third parties.
  9. Prepares legal submissions (lawsuits, appeals, petitions) and submits them to competent authorities and institutions.
  10. Represents the University as a party in legal proceedings before courts, administrative bodies, and other institutions, upon authorization from the Rector.
  11. Handles administrative and legal tasks related to the University’s registration in court records and the updating of any changes in the register.
  12. Safeguards and uses the University’s official seal and stamp in accordance with the Rector’s instructions.
  13. Provides professional assistance to the student representative body.
  14. Engages in the University’s legal communication with other universities and academic associations both domestically and internationally.
  15. Participates in the preparation of Senate, Council, and other University body meetings.
  16. Maintains records of issued diplomas, duplicate diplomas, and other official documents.
  17. Monitors the implementation of adopted decisions and conclusions and reports on them to the Rector.
  18. Prepares international cooperation agreements in collaboration with the Vice-Rector for International Cooperation.
  19. Performs other tasks as assigned by the Rector.

Assistant to the General Secretary

Mast. prav. Ševal Kadrija Pupe

  • Ševal Kadrija Pupe was born on May 25, 1992, in Tetovo, Republic of Macedonia. She completed her primary and secondary education in Prizren.
  • She earned her Bachelor's degree in Law from the Department of Legal Sciences at the University of Novi Pazar in 2016. In 2021, she completed her Master's studies in Civil Law at the Faculty of Law, University of Kragujevac, obtaining the title of Master of Laws.
  • Since 2022, she has been engaged as a teaching associate at the University of Novi Pazar, specializing in civil law subjects. In 2023, she passed the bar exam.
  • Her academic work focuses on civil law, and she has published scientific papers in this field.
  • She is married and the mother of two children.
Tasks of the Assistant to the General Secretary

Job Description:

  1. Receives, opens, and delivers incoming mail at the University.
  2. Records incoming mail in the official protocol.
  3. Registers cases and documents in internal delivery books for further processing.
  4. Monitors deadlines, cases, and documents listed in the case schedule and ensures their timely delivery to the responsible employee.
  5. Records personal mail in a separate book designated for personal correspondence.
  6. Distributes documents and cases accordingly.
  7. Logs University documents and cases into the official protocol before dispatch.
  8. Packages outgoing mail in envelopes or other appropriate formats following postal regulations, addresses the mail, and records it in the designated mail dispatch books.
  9. Copies, organizes, and binds materials for University board meetings.
  10. Sends out materials for University board meetings.
  11. Maintains archives of University governing bodies and other important documentation.
  12. Informs students, employees, and other stakeholders about significant events.
  13. Publishes announcements and calls for applications issued by University authorities.
  14. Performs other administrative duties in accordance with office management regulations and tasks assigned by the General Secretary.

Records Management Office

The Records Management Office e is an organizational unit responsible for administrative tasks related to the reception, processing, and distribution of documentation within an organization. It serves as the central hub where all official documents—such as correspondence, requests, contracts, and other paperwork—are received and recorded.
Main Functions of the Records Management Office

Receipt and Registration of Shipments: Receiving all types of mail, opening, reviewing, and registering them in the appropriate system.

Sorting and Distribution: Categorizing received documents based on content and forwarding them to the appropriate departments or individuals for further processing.

Record-Keeping: Maintaining precise records of all received and dispatched documents to ensure easy tracking and retrieval.

Archiving: Storing archival materials in accordance with applicable regulations and internal policies.

Other Administrative Tasks: Preparing various forms, certifying documents, packaging shipments for dispatch, and handling other documentation-related tasks.

Registrar’s Office

The Registrar's Office is an administrative unit responsible for recording all students and their academic progress throughout their studies. From issuing student IDs to diplomas, the Registrar's Office is involved in this process.
Main functions of the Registrar's Office:
  • Maintains the student registry for all levels of study and other prescribed student records.
  • Enters basic data for each student at all levels of study.
  • Enters exam results for each student after every exam period at all levels of study.
  • Enters information about the completion of studies for each student at all levels of study.
  • Assigns student ID numbers and fills them in.
