Management

The university management represents the central administrative office, playing a key role in the efficient functioning of our university. Its responsibilities are broad and encompass various activities that directly impact the daily life of the academic community and the quality of education.

Main Responsibilities of University Management:

  • Coordination and Administration: Responsible for coordinating different departments and offices within the university, ensuring that all segments operate harmoniously and efficiently.
  • Student Administrative Services: Includes a wide range of tasks, from maintaining student records and issuing diplomas to organizing exams and handling student admissions. 
  • Public Relations: Manages communication with the public, provides information about university activities, maintains the website and social media presence, and organizes various events.
  • Marketing: Oversees the promotion of study programs.
  • ICT Support: Provides technical assistance to all university users, including computer systems, networks, and software applications.
  • Technical Support: Encompasses the maintenance and security of university buildings and equipment.
  • Library Services: Ensures access to quality literature for students and faculty.

General Manager

Prof. Dr. Enver Međedović
CV of the General Manager
  • Dr. Enver Međedović was born on August 10, 1984, in Novi Pazar. He graduated from the Faculty of Law, Department of Criminology, at the University of Novi Pazar, earning his degree in 2007 and obtaining the title of Bachelor of Law – Criminologist.
  • In 2009, he completed a one-year master's program in "Legal Sciences" at the University of Novi Pazar, obtaining the title of Master of Law. Since 2007, he has been employed at the University of Novi Pazar, initially working as an assistant in courses related to criminology and security studies.
  • He completed his doctoral studies in 2013, defending his dissertation titled "Etiological and Phenomenological Aspects of Drug-Related Crime with a Special Focus on the Region of Novi Pazar."
  • That same year, he was appointed as an assistant professor and continued teaching courses in criminology and security sciences. In 2019, he was promoted to associate professor, and in 2024, he was reappointed to the same position in the field of criminological and security sciences.
  • Dr. Međedović has participated in numerous seminars, congresses, and scientific conferences, contributing to his field with many research papers. He has published several scientific papers categorized as M51 and co-authored the monograph "Organized Crime – Selected Works."
  • In 2022, he was appointed by the National Assembly of Serbia as a permanent member of the Republic Electoral Commission and was re-elected for a second term in 2023.
  • Since October 2022, he has served as the acting General Manager of the University of Novi Pazar. In 2024, he was officially appointed to the position by the University Council for a three-year term
Duties of the General Manager
  The General Manager performs the following tasks at the university:
  1. Oversees the work of the university’s professional services.
  2. Coordinates the university’s financial and business activities.
  3. Proposes the fundamental business policy.
  4. Proposes the university’s annual financial and development plan.
  5. Ensures the implementation of the university’s financial plan.
  6. Makes decisions regarding the use of university funds within the limits of their authority.
  7. Ensures economic balance in the university’s staffing policy.
  8. Oversees student welfare and standards at the university.
  9. Establishes business cooperation with other institutions with the approval of the rector and university president.
  10. Submits an annual report on their work and the university’s financial performance to the University Council, the rector, and the university president.
  11. Undertakes all necessary financial and development-related activities for the university.

Center for Postgraduate Studies and Lifelong Learning

Head of the Center: Prof. Dr. Azra Ćatović
CV of the Head of the Center for Postgraduate Studies and Lifelong Learning
  • Professor Dr. Azra Ćatović was born on October 9, 1973, in Novi Pazar. She received her primary education in Moscow and her hometown, where she also completed secondary education at an economic high school.
  • She graduated from the Faculty of Economics at the University of Priština in 2000, specializing in Economic Development. Her thesis, "Large Economic Systems and Systemic Approach to Management," earned her the academic title of Bachelor of Economics.
  • In 2009, she defended her master’s thesis, "Development Strategies and Management of Small and Medium Enterprises," at the University of Novi Pazar, obtaining the title of Master of Economics.
  • She completed her doctoral dissertation, "The Impact of Integrated Marketing Communications on Strategic Management of Companies," at the University of Novi Pazar in 2013, earning the academic title of Doctor of Economic Sciences.
  • Dr. Ćatović gained her first work experience in 1998 at the family-owned company "Opcija," where she served as Head of the Financial Department from 2001 to 2003. From 2003 to 2011, she held the position of General Director of the company.
  • Since the 2011/2012 academic year, she has been engaged as an assistant at the University of Novi Pazar. In the 2013/2014 academic year, she was appointed assistant professor, and since 2018/2019, she has held the title of associate professor at the Department of Economic Sciences.
  • Dr. Ćatović has served as the Head of the Center for Postgraduate Studies at the University of Novi Pazar since 2014.
  • She is the author of numerous scientific papers in the fields of management and business and has participated in various scientific conferences both domestically and internationally.
  • She is fluent in Russian.
  • She is married and the mother of two children.

  3. Collaborates directly with department heads on matters related to postgraduate students.

  1. Accepts documentation for student enrollment; classifies and reviews the incoming documentation.

Quality Assurance Center

Tasks

Job Description:

  1. Participates in activities related to conducting self-evaluations of academic programs.
  2. Proposes and develops projects related to quality assurance.
  3. Monitors the implementation of teaching activities and reports on a monthly basis to the Vice Rector for Teaching and Department Heads.
  4. Manages classroom assignments.
  5. Maintains records of class durations.
  6. Calculates the number of classes held.
  7. Conducts student surveys each semester and prepares reports based on the findings.

Job Description:

  1. Organizes and manages the work of the Service and takes measures to improve its efficiency.
  2. Monitors regulations in the field of the Service's work and initiates the creation of new or amendments to existing general acts.
  3. Prepares plans for necessary investment and ongoing maintenance of facilities, and issues work orders for custodians in accordance with the plans.
  4. Manages investment and ongoing maintenance of facilities.
  5. Plans the procurement of necessary tools and materials for the ongoing maintenance of equipment and facilities.
  6. Organizes physical security of the facilities.
  7. Carries out all expert-administrative tasks in the areas of occupational health and safety (OHS) and fire protection (FP).
  8. Monitors and reviews regulations related to OHS and FP, and initiates the creation of general acts in these areas.
  9. Prepares necessary plans and programs and ensures the maintenance of all records in the areas of OHS and FP.
  10. With the approval of the General Secretary, contacts inspection authorities and complies with their instructions.
  11. Organizes the referral of employees for periodic medical examinations.
  12. Collects facts and/or is present at the scene of employee workplace injuries, fills out workplace injury reports, and maintains records of these injuries.

Procurement Service

  1. Upon the general manager's order, places orders for goods based on concluded contracts or decisions of competent authorities and ensures their delivery.
  2. Performs the quantitative and qualitative reception of goods.
  3. Assigns basic assets to individuals and departments and provides the list of assignments to the Accounting and Financial Service.
  4. Issues or assigns goods to responsible persons in departments and services based on requests or verbal/written official orders.
  5. Controls the invoices from suppliers selected in the public procurement process, compares them with delivery notes, and submits them to the Accounting and Financial Service for payment.
  6. Maintains records of consumable material usage.
  7. If necessary, operates the official vehicle upon verbal or written order from the general manager.
  8. Takes responsibility for the vehicle with equipment and ensures its maintenance.
  9. Receives incoming mail and forwards it to the protocol.
  10. Receives outgoing mail from the protocol and delivers it to the specified address or to the post office.
