Financial Services
The Financial Service manages the financial operations at the university.
The main functions of the Financial Service are:
- Budgeting: Development and management of the university's budget, which includes planning income and expenses, monitoring budget execution, and preparing financial reports.
- Accounting: Maintaining financial records, calculating income and expenses, preparing financial statements, and preparing annual accounts.
- Payments: Calculation and disbursement of employee salaries, as well as processing all other payments in accordance with legal regulations and the university's internal acts.
- Receivables Collection: Maintaining records of receivables, taking measures to collect them, and tracking the collection process.
- Financial Reporting: Preparing financial reports for university management, relevant state authorities, and other stakeholders.
- Financial Planning: Analyzing the university's financial situation, forecasting future financial needs, and creating financial plans.
- Cost Control: Monitoring costs and taking actions to optimize them.
- Financial Risk Management:Identifying and managing financial risks to which the university is exposed.

Mast. Econ. Haris Zogić
CV of the Financial Manager
- Master Economist Haris Zogić was born on January 14, 1993, in Novi Pazar. He completed his primary school in his hometown and his secondary school in Sarajevo. He completed his undergraduate studies at the Faculty of Economics and Social Sciences at the International Burç University in 2015.
- He obtained his Master’s degree from the University of Sarajevo in the field of management and from Bolton University (United Kingdom) in the field of Islamic banking in 2019. He is currently a doctoral candidate at the University of Novi Pazar.
- His professional career began in 2015 at Bosna Bank International in Sarajevo, where he held various positions: Assistant to the President of the Bank's Management Board, Customer Relations Officer for individuals, and Corporate Relationship Manager for legal entities.
- In the MDC Group, he worked from 2017 as a Business Development Manager in Doha (Qatar), and from 2018 to 2019 in Sarajevo in the same position.
- Since 2020, he has worked at the University of Novi Pazar, where he currently holds the positions of Financial Manager and Head of the Rector's Cabinet. He is also involved in teaching as an assistant at the Department of Economic and Computer Sciences.
- He is the Director and owner of Z-Finance Consulting, a company specializing in financial consulting and business development.
- From 2023 to 2024, he completed prestigious certification programs in the field of finance at Harvard Business School (USA) and the Institute for Corporate Finance (Canada). Throughout his professional career, he has earned over 20 certificates and recognitions at conferences, seminars, workshops, and symposia. He regularly publishes scientific papers in the fields of Islamic finance, finance, and economics in general.
- He speaks English and Turkish, and is proficient in Arabic.
Tasks
Job Description:
- Supervises the work of the accounting and financial services;
- Proposes to the Rector the financing policy and development strategy of the University, financial plans, and instruments for their optimal implementation;
- Prepares drafts of budget requests, proposals for financial plans, and reports on the University's financial operations, and presents them to the Rector and other competent bodies at the University level;
- Proposes to the Rector measures for the optimal financing of the University and for overcoming potential financial problems;
- At least once a year, submits a report on his/her work to the Rector.

Job Description:
- Enters data, i.e., posts accounting documentation;
- Performs material accounting tasks, as well as accounting for fixed assets, customers, and suppliers;
- Maintains analytical records for fixed assets and small inventory items;
- Calculates depreciation and revaluation of fixed assets;
- Calculates salaries and contracts (contracts for work, temporary and occasional work contracts, and author’s fees);
- Calculates taxes and contributions on payments as mentioned above, with mandatory control by the financial manager;
- Prepares reports as needed and as instructed by the financial manager.

Job Description:
- Manages cash transactions at the University level;
- Maintains the general cash book;
- Receives and completes reports on daily cash transactions, and submits the proper documentation to the accountant;
- Receives and completes cashier documentation;
- Performs cashier duties for the University;
- Deposits and withdraws cash at the bank;
- Keeps records of employee deductions;
- Maintains payroll records for employees.
